Ruby Alice Caesar-Foreman was born on November 30, 1925 to the union of Jack Caesar and Retta Brown-Caesar in Port Arthur, Texas. She became a member of St. John Baptist Church where she was baptized at an early age. In Port Arthur, Texas, she attended Abraham Lincoln High School. She spent most of her adult life working as a Certified Nurse's Assistant.

Life and life's situations prevented Ruby from graduating from high school on time, however, after moving to San Antonio, Texas, she was determined to complete her education. In 1980, she was awarded her GED from St. Phillip's College. She retired from full time employment from San Antonio State Hospital.

Ruby moved back to Port Arthur in 1999 and united with St. Mark Baptist Church. Due to her failing health in 2006, she returned to San Antonio and united with Wheatley Heights First Baptist Church.

Ruby departed this life September 28, 2006 in San Antonio, Texas. She was preceded in death by both her parents; her brother, Robert Louis Caesar, 3 sisters, Annie Bell Caesar, Octavia Caesar-Hall, and Mary Louise Caesar-Gray; and 1 grandchild, Davette Mayfield.

She leaves to cherish her memory one sister, K.M. Timmons; two sons Milton C. Joseph, Jr. and Willington Mingo, Jr.; four daughters Loretta Joseph-Simon (Mark), JoAnn Mingo-Scott (Jarvis), Mary Mingo-Williams, and Cheryl Mingo-Mayfield; 12 grandchildren, 21 great-grandchildren; godson Raymond Dozier; goddaughter Rosa Wilson, and a host of cousins, nieces, nephews, other relatives, and friends.
