Thomas was born to Dr. David Ellis Powell and Lucinda Shoemaker Powell. While still a child their family moved to Collin County, Texas settling near Honey Creek. He was married to Alice J. Miller around 1876. They settled about 12 miles northwest of McKinney, Texas near Cottage Hill in a town named Weston. They raised their children here. For a period of time Thomas also served as a constable of Weston. He lived in Weston for about 40 years, and just a few months before his death he moved to Denton, Texas A friend of their family, Ed Burge, went to Denton and accompanied Thomas back to Cottage Hill Cemetery where he was interred on January 7, 1904. He was survived by his wife, Alice, and their children.
