Mina Belle Baker was the eldest of three children of William Baker and Jeanette Biehl Baker. She was born in Marshall, Texas in 1881. Her parents had married in Louisville, Kentucky, her mother's home town, in 1879 and moved to Marshall by 1880, as her father was a conductor for the Texas and Pacific Railroad. Mina's younger siblings were sister Willie Crowder and brother Harry Winters.
On 30 October 1902 in Port Arthur, where her family had settled about 1896, Mina married George Nelson Bliss, whose family was from Compton, Quebec, Canada. The couple had two children, William Anson and Ada Virginia. William died at age 16 of pneumonia at Staunton Military Academy in Virginia. Ada married Raymond Livy Murray.
Mina became a widow when George died in 1934. He was buried in his home town in Canada, but Mina remained in Port Arthur, where she died at the age of 89.
