Billy married Frances Alice Pershall on December 22, 1915 in Spokane, Washington. They had no children.
Billy and Frances lived in Spokane for about ten years, where they had purchased a home. In 1917 Billy was employed as a cement mixer, but by 1920 he was working in the machine shop for a railroad. By 1930 they had moved to Pleasant Prairie, where they purchased a farm. Billy found employment at the Island Empire Paper Company as a paper grinder. In his later years he was living in a nursing home. He died from a cerebrovascular hemorrhage, compounded by pneumonia.

Rinehart W. Decker
Thirty year Spokane Valley resident Rinehart William Decker died Saturday in a local nursing home. He was 79.
Mr. Decker was born in Illinois and made his home here at E9524 Wellesley. He was a retired paper grinder for the Island Empire Paper Co., Millwood.
He is survived by his wife, Francis, at the home; four sisters, Mrs. Claude Tiffany, Spokane; Mrs. Grace Callihan, Millwood, and Mrs. Jennie Smith and Mrs. Martha Carr, both of Los Angeles, and a brother, Edward, in Portland.
Services will be Monday at noon at Hazen & Jaeger Funeral Home with the Rev. Kenneth Brabeau officiating. Cremation will follow.
