He is the son of William Palmer and Martha Ming (Valleau) Rathbone. He was the husband of Anna Maria Doremus.

He was the first postmaster of Burning Springs, West Virginia. He was in the salt and oil business with his father and brothers. He also had grist mills and one sawmill. In the 1860's he became the president of the Parkersburg National Bank. He was involved in helping John D. Rockefeller organize Standard Oil Trust.
