John was the son of David Partlow and Maria (Cartright) Partlow. John Benjamin Partlow and Jane Stevens who were married on December 23, 1862 in Chillicothe, Ross County, appearing in the 1880 census for Jackson County, Indiana and then in Indianapolis, Indiana in the 1910 census. According to a family source they moved to Indianapolis around 1900.

John and Jane had a total of eleven children. James Frey born September 11, 1863, Joseph Henry born March 15, 1865, Andessa Elizabeth born February 14, 1867, Mary L. born January 30, 1869, William Pleasant born February 11, 1871, Ingram Fletcher born December 4, 1872, John Everett born July 26, 1875, Charles David born April 10, 1878, Edgar Thomas born August 24, 1880, Julius Byron born November 10, 1883 and Mariah Jane born February 13, 1886.
