He was born in Africa and his parents were born in England.

He married first to Mary Elizabeth Fisher in England.

Married second to Hannah Philbean.

He emigrated from England in 1849 going to New York. He and Hannah were enumerated in the 1850 United States Federal Census in Whitestown, Oneida County, New York.

He was in Malwarth County, WI in 1858 and later Lagrange, Lagrange County, Indiana. 1880 he is enumerated at Pineville, Wasco County, Oregon. Said to have gone that fall to Lincoln County, WA.

1885 he is enumerated in the WA Territory Census for Lincoln County. Birth place listed as Africa and he was County Treasurer for Occupation.

1900 William was widowed and farming in Liberty, Lincoln County, WA. Stated he was born in Africa May 1818 and his parents were born in England. He came to the U. S. in 1849. Living with him were 3 of his children Eli, Charles and Eliza.

From his obituary that was in the Harrington Citizens Newspaper:" He was one of those grand old men. Trained on strictly puritan lines, his life was one of the highest of integrity, with an exceptional disposition, unselfish, kind, hopeful and considerate. The deceased has been a resident of Lincoln Co for a number of years and on the organization of the county in 1883, was appointed to the office of county treasurer and honorably filled the trust. His late years has been spent in retirement, making his home with his sons near Mohler."
