John was the son of F. M. Kizer and Catharine Lane. He remained in Randolph Co., AR all his life. He married twice first to Birdie Surridge then to Rosena Bonner. Neither union produced children. He was a veternarian by trade and Randolph County's first county agent.

John R. Kizer was a deputy sheriff in the early 20th century and was the deputy when George Chevry was lynched in March, 1901.
