Garnett Ramsey married Lee Carter on 27 September 1917 in the yard of the Cook Place in the Flat Rock Community. They sat in the buggy during the ceremony. Five children were born into this union.

She came to Texas with her parents in 1901 settling at Grayson County, Texas. In 1917, she moved with her parents to the Flat Rock Community. Garnett Ramsey met Lee Carter at a party. They were playing "Snap" and Garnett said to Lee, "Catch me if you can." Every time he saw her, he would tease her even if she was with another boy. Finally, Lee Carter told her he had teased heer enough, I'll not be back." she answered, "You will be back." Lee told Garnett, "You must like me a little bit, so Illl tell you what I'll do. I want to make a date to take you to everything there is to go to. That is, if you will let that last as long as we live." Garnett answered, "I hope we live a long time."
