Born in Brock, Darke County, Ohio to William Carter and Rachel Brennemen. Served in Company B, Ohio 152nd during the Civil War.

He married Abagail Boyd, daughter of William Boyd and Mary Jane Edinger 29 Aug 1865 in Darke County, Ohio. Shortly there after they moved to Penn Center, Madison County, Iowa.

They moved to Ellsworth, Washington in March of 1901.

Ephraim died of a stroke.
