Jesse was born the son of Thomas Warren and Jane Brown in Virginia.

Jesse's brother, Zachariah [1762], was the father of Sarah Ann Warren, who married Edmund Hendley Richards Sr. [1783], son of Edward Richards [1731] and Elizabeth Stewart [1742]. Another brother, Elijah Warren, was also a neighbor of the Richards family in Franklin County VA.

Jesse married Rhoda Richards, daughter of Edward Richards [1731] and Elizabeth Stewart [1742] on 13 Feb 1790 in Franklin Co VA. The Richards family owned a large plantation south east of Rocky Mount, between Sydnorsville and Sontag.

There was a large exodus of families after the passing of Edward Richards and wife Elizabeth in 1812. In 1814 Jesse and Rhoda emigrated with her brother Edmund Hendley Richards Sr. with several other related families and friends into Robertson County Tennessee, while some chose Roane and Morgan Counties in TN. They followed the Wilderness Road through the Cumberland Gap into areas still being settled.

The 1820 Robertson County TN Census shows the Richards, Stewart, Warren, Jones, Carter, Adcock, Hodges, England, Chapman, etc families living there. Many of these families moved on in 1828-1830 into Illinois and Missouri. Jesse and Rhoda chose to stay in Tennessee, raising a large family.
