Frank (Fay) E. Kelly was born in Pendleton County, Kentucky, went to a one room school near home, then to Saint Xavier High School in Cincinnati, lived at the Fenwick Club during the week and went home on the weekends. He graduated from Saint Xavier in 1926. After working on the family farm for a year, he attended Xavier University and lived at the Friars Club. Frank was graduated from Xavier University in 1931 with a degree in English.

Frank was the editor and publisher of the Saint Bernard Journal until he took a position with the Internal Revenue Service (I.R.S.) in 1940. Frank retired from the I.R.S. in 1980.

Frank married Dorothy Endres in 1935. They celebrated their 60th wedding anniversary last year. They had eight children: Lois M. Mueller, James F. Kelly, Thomas H. Kelly, John D. Kelly, Michael J. Kelly, Kathleen M. Kelly, Patrick E. Kelly and Maureen A. O'Conner. They have 30 grandchildren and 15 great-grandchildren.

Frank was very active at his parishes, Saint Clement's, Our Lady of Grace and Saint William's. He served as an usher at the last two parishes and managed baseball teams for many years at Our Lady of Grace. He loved working in his yard particularly tending to his roses.

In 1940 Frank covered the World Series for Tri-State News. He also wrote news reports for WCKY radio on weekends about that time.
