Elmer “Dee” Phelps was born the fifth child of seven on New Year’s Eve 1914 in Hood River, Oregon to Edward and Minnie (Abbott) Phelps. He was raised there in Hood River and was just five years old when his mother passed away in 1919 from influenza. The first census we see him in is 1920 with six siblings. He has not started school yet and a younger brother Edgar passed away just after the census was taken. Called the central precinct on Belmont and Alameda Way, this is located not far from where the Marchesi Vineyard is today.
Ten years later they have moved to the Park District, this was located just above where the hospital is now located. The older sisters are all working and he and brother Harry are still going to school. He is now fifteen years old and his father has remarried to Adeline (Wilson) Delore.
About 1935 Dee has moved to Eugene, Oregon, perhaps going to college there as the 1940 census shows he has one year of college. Family says he finished three years and then moved to Astoria. His step brother, Norris Delore and his father are living in Coos Bay. The census says he is working at a flour mill as a warehouse man. In 1941 Dee enlisted into the Navy. Family source says he was at Pearl Harbor on December 7, 1942. He was to spend the next 20 years in the service, discharging on August 9, 1960. Family says he was a Navy Chief working as the head of medical services at the marine Mountain Warfare Training Center in Bridgeport, California. He met a widow, Erma Dexheimer Bryant with two children, Billie and Lynda. They were married until July 1968. I have found no children from this marriage. Dee was to return to Hood River, Oregon and passed away there March 10, 1989.
