Dr. Speer was born in Martin county, Ind., Dec. 10, 1874, the son of William and Ardina Speer, and while a small boy he moved with his family to Zalma, Mo. He attended the Southeast Missouri State Teachers College at Cape Girardeau and the St. Louis College of Physicians and Surgeons. On August 10, 1899, he was married to Bertha M. Black at Greenbrier, Mo.
Dr. Speer joined the Methodist Church in 1900 and was a member of the Odd Fellows and Modern Woodmen Lodges, being president of the Southeast Missouri district of Odd Fellows in 1939 and 1940.
In 1917, he was elected to the House of Representatives from Bollinger county, Mo., and served as a member of the 49th and 50th General Assemblies, where he was chairman of the committee of Education and Public Schools and a member of the following committees: Ways and Means; Swamp Lands, Drainage and Levees; Public Health; and Scientific Institutions and Rules.
Funeral services were conducted Sunday at the M.E. church in this city by the Rev. D.K. Foster and the Rev. Floyd W. Brower. Burial was in Little Prairie Cemetery.
He is survived by the following children: Mrs. Ruth Frazell of Deering; Mrs. Imogene Oakley, Cairo, Ill.; Mrs. Hester Wright of Deering; Mrs. Imogene Oakley of Milburn, West Virginia; French Speer of Caruthersville; Mansford Speer of Hayti; and Bill, Ale, Eugene, Lynn and Bradford Speer, all of Deering.
