The son of John Hoover and Elizabeth Rice, Emanuel married Nancy "Anna" Wagaman on 23 Feb 1826 in Franklin Township, Clermont County, Ohio. They were the parents of 11 children.

Emanuel and Anna's daughter, Mary Anna "Mollie" Hoover, was married to George W. Vantine. He served in the Civil War from 16 Aug 1861 until his death from bronchitis at Benton Barracks, St. Louis, Missouri on 26 Jan 1865.

George Vantine was cited for "Distinguished Service" during the war, as was his younger brother, Daniel Vantine. Daniel served as a Union private with the 16th Regiment Kentucky Infantry, Company E. He later married his brother's widow, Mary Anna "Mollie" Hoover Vantine, after George's death during the war.

When he died in 1873, Emanuel was 81 years, 7 months and 21 days old. He was survived by his wife, Anna, who passed away in 1877.
