William Riley Cecil was born January 03, 1875 in Scott County, Tennessee, to James Trousdale ans Phoebe Jane Phillips Cecil.

William Riley CECIL Shot Himself Here Yesterday. Reason Is Not Known. Was Native Scott Countian and Well Known Here. Mr. William Riley CECIL, aged 62, shot himself here Thursday morning about five o'clock and died about two hours after. The family, we understand, reported that he made an attempt to take his life during the night and that they talked him out of it. Yesterday morning about five o'clock when he arose he took a 32 calibre pistol and shot himself in the head, the bullet appeared to enter the right side of the head above the ear and come out of the opposite side. His wife, one daughter, and some of his grandchildren lived with him in West Oneida. His body was taken to COOPER's Funeral Home and as the News goes to press funeral arrangements have not been made. Mr. CECIL is of a large and well known family in Scott county and leaves a large number of relatives and friends.Scott County News, Fri., 21 Feb. 1936, Vol. 20, No. 46, p1.
