George was the son of Asaph and Betsy (Roberts) Spencer. The family moved from New York to Ohio where son Allen Atwater Spencer was born in 1832. They do not appear in the 1830 so it would appear they were living with another family at the time. About 1837 they removed to Lockport Township, St. Joseph County, Michigan. After Asaph's death in 1851, George moved with his mother Betsy and brothers Allen and Franklin to Black Hawk County, Iowa. George eventually settled around Janesville. He married Keziah Bates in St. Joseph County, Michigan. Children were: Marian, Sarah Jane, and Frances Maria (Fannie).
