Born March 31, 1933, in East Liverpool, he was a son of the late John and Stella Stewart Clutter.
Riggs was a veteran of the U.S. Army during the Korean War. He retired from Weirton Steel, where he worked as a pipe fitter. He was a member of the Weirton Steel 25-year Club, and an avid hunter and fisherman.
Besides his parents, he was preceded in death by his wife, Dorothy Cox Clutter; two brothers, Gerald and Earl Clutter; and two sisters, Evelyn Brewer and Annie Howell.
Surviving is his daughter, Melissa Wilson of New Cumberland; a granddaughter, Chelsea Christine Wilson of Steubenville; a sister, Eva Stefl of East Liverpool; and a brother, Ed Clutter of Georgia.
Calling hours will be held from 11 a.m. until the time of funeral services at 1 p.m. Sunday, March 1, 2009, at the Newell Chapel of the Nixon Funeral Home. Evangelist Frank Higginbotham will be officiating.
Private interment will be held at Shadow Lawn Memory Gardens, Newell.
Mr. Clutter requested in lieu of flowers, memorial contributions be made to his family.
