Joseph L. Harwell was born July 13, 1920, in Fosheeton, Ala., son of Alonzo and Della Capps Harwell. He was a veteran of World War II, serving with the 8th Air Force as a turret gunner and radio operator on a B-17. After 25 missions over Europe he was honorably discharged in 1945.
He married Eleanor Bellinger in 1945 at Cypress Gardens, Fla. The couple moved to Ogdensburg after their marriage.
Mr. Harwell was an attendant at St. Lawrence Psychiatric Center until his retirement in 1975.
Mr. Harwell was interested in scientific and environmental projects and had reforested a number of acres in the town of Lisbon that later became the Boy Scouts camp there.
