History - James Thaddeus Hammond (born 1856) was the first Secretary of State of the State of Utah. Hammond was born in Farmington, Utah in 1856. He was baptized as a member of The Church of Jesus Christ of Latter-day Saints in 1864. From 1881-1882 he served a mission in the Southern States Mission.
He was a lawyer and also involved in business. In 1884 and 1886 he served in the Territorial Senate. In 1895 he was elected Secretary of State and was reelected in 1900.
James T. Hammond was born December 11, 1856 in Farmington, Utah to Milton D. Hammond and Lovisa Miller. He married Elinora Blair on December 18, 1884 and they had three children. Mr. Hammond died in Salt Lake City, Utah on October 9, 1942.
Mr. Hammond began his political life in 1877 as Cache County clerk and recorder, a position he filled with credit until 1883. James T. Hammond was appointed mayor of Logan in 1885 to complete the term of Robert S. Campbell, making him the 4th mayor of Logan. He was a senator of the territorial legislatures of 1884 and 1886 and a member of the Territorial House of Representatives in 1890.
In 1895 Mr. Hammond was employed by the Legislative Assembly as one of a special committee of three to compile the laws of Utah then in force. Mr. Hammond became the first Utah Secretary of State in 1896 and remained in that office until 1905. He was active in other civic affairs, having served as a member of the Salt Lake City board of education for eight years and as president of the board for four years. He also was a trustee of the Utah Agricultural College (now Utah State University) in Logan.
