Charolette Ann was born to James Bowles & Louisa (Anderson) Bowles, at Mitchell, Wisconson. At age 15 the Bowles family moved to Iowa. On April 11,1869, she married Dewitt Clinton Blacker, Then in November 1876 they came by wagon train with the Bowles families, moving to Jewell County Kansas, Brownscreek township. The first summer the grasshoppers ate their crops. So to make it through the winter, The men went back to Iowa to pick corn. The women stayed behind. Although they saw Indians at times, they were never bothered by them. To this union 5 children were born. Frank Clinton Blacker, Nellie Eldora Blacker (Topliff), Lemuel Wesley Blacker, Mary Louise Blacker (Havice), & Edith Arletta Blacker (Riley).
