Kemper was born in Galax, Virginia and passed away at the age of 87 in Maryland.
A WW II Army veteran, he worked for Bethlehem Steel until his retirement. He was a member of the Masonic Temple Association and the American Legion, and enjoyed visiting the racetrack.
He was preceded in death by his wife, Mildred. He is survived by one brother and one sister.
