Effie Rebecca was the daughter of Samuel Rankin and Jane (Biggs) McClure. Jane was the daughter of Mitchell Biggs.
Rebecca married Miles Monroe Biggs on Dec. 24, 1848 in Monroe Co., Alabama. They had four children. They were: Cicero Cincinnatti, Lycurgus Daniel, Janie Elizabeth (Biggs) Matthews, John, and Rebecca Jane. They also raised Robert S. "Bob" Smith.
