Jay Mack Eoff was the youngest of twelve children born to Jonathan Eoff and Panola Beatrice Bishop, natives of Arkansas and Texas respectively. His siblings were Allie Beatrice (Eoff) Myers, Cora Belle (Eoff) Fondy, Benjamin Franklin "Frank" Eoff, Versa (Eoff) Blakely, Velma Anne (Eoff) Kimble, Frederick Horace "Fred" Eoff, Luther Henry "Jack" Eoff, Lucille Eoff, Elza Lee Eoff and Elsie (Eoff) Rippetoe. Jay married Pearl Virginia (unknown) and was the father of Mary (Eoff) Tankersley.

Raised in Scurry and Fisher counties, Texas, he moved to Fort Worth in 1950 and worked for Bell Helicopter for over twenty years as a mechanic. He was a veteran of World War II. He enlisted in the United States Army April 20, 1942 in Abilene, Texas with rank of private.
