Circumstantial evidence points to Phebe being a daughter of Zebulon Collings of Nelson County, KY. It is also possible that Phebe is the daughter of Zebulon Collings' brother William who was married to a Phoebe. It appears that the Collings/Collins girls, Phebe and Caty came to Henry County, Kentucky about 1800. It is speculated that they came with their sisters Anna and Sarah who had married the Malin brothers of Samuel and Isaac in Nelson County, Kentucky. We know their mother had died about 1789.

Andrew and Pheby's marriage bond was filed on April 11, 1802 and was signed by Isaac Wainscott. The Wainscotts lived not far from Isaac and Sarah Collins Malin, the probable sister of Phebe.
The actual marriage was performed on April 15, 1802 per a marriage registry. Her name there was listed as Pheby Collins. Isaac Wainscott had signed the April 11 bond. It is unknown if this was Isaac Jr or Sr. Isaac Wainscott was married to Lucy Baker. He would sign as Andrew's nearest male relative. This would make sense as there was no Collin's male relative in Henry County.

Phebe Baker is last found in the 1850 Census of Monroe County, Missouri, age 69 in the home of Elisha Baker age 50. Elisha is 60 in 1860. This is another mystery, if he is a son, because his date of birth is before Phebe and Andrew were married. However, Elisha is consistent with the 1810 Census of Henry County where a child of 10 is found in the home of Andrew Baker.
