Charles Phillips was born in Maryland, moved to Fleming Co., KY about 1817 and then to Tippecanoe Co., IN in the 1840's. He married twice. First wife was Sarah "Sally" Twilley, the mother of his 12 children. His second wife was Rebecca Chappell Belt, widow of Dennis Belt.
