Luella died in 1903. It is unknown if they divorced before she died. Franklin married second wife Hattie Ann about 1902 according to his 1910 census, but Franklin wasn't good with numbers, his age in various records is not consistent. By 1906 Franklin and Hattie were living in Syracuse, New York and Franklin was still employed as a laborer. By 1910 they had moved back to Union, New York and Franklin was working as a farmer.
The farming must not have gone well for Franklin because by 1915 they had moved to Rochester, New York and he had become a broom maker. He was getting older, and his mother had passed away in 1917, so by 1920 Franklin and Hattie had moved to Daytona Beach, Florida. Franklin had his own company there, F. P. Woodcock & Co., broom manufacturing. This must have worked well for him as he did this until his death. He died from a dilation of the heart and chronic nephritis.
