Daughter of Allen J. Risner and Melinda Arbuckle.

Her first husband was Ralph Forehand. They were married 27-Mar-1927 in Crittenden County, AR. Ralph and Elva Forehand had one child; Ralph Forehand, Jr., born 13-Jun-1926.

On 08-Dec-1929, she married Lawrence Eugene Waters in Crittenden County. Her son, Ralph Forehand, Jr., later took the name of his stepfather, Lawrence Waters. Unknown if he was adopted.

Elva Waters died as a result of a fall from steps, causing trauma in the abdominal area. She and her husband, Lawrence Waters, were living in Memphis at the time.

She died at Gartley-Ramsey Hospital and was buried at Cogbill Cemetery in Wynne, AR on 22-May-1937 by Holt Funeral Home of Earle.
