Palmer attended Kinkade School, the Hill School in Pennsylvania, Princeton University where he graduated with honors in 1935 and the University of Texas Law School. He was a member of Phi Beta Kappa and Phi Delta Phi honor societies and the Sigma Alpha Epsilon fraternity. He was a founding member of and past president of the Forrest Club and a member of the Houston Country Club, the Bayou Club, Tejas Club and the Eagle Lake Rod and Gun Club. Before he entered the Navy during WWII he served as Assistant District Attorney for Houston. After the war in 1946 he joined his father, cousin Tom Taliaferro and brothers Thad and Edward forming the law firm, Hutcheson, Taliaferro and Hutcheson. In addition to being a member of the Houston and American Bar Associations Palmer joined the State Bar of Texas and the American Law Institute. He served as trustee and former president of the Houston Museum of Natural Science. His family legacy counted him as a descendant of Texas pioneers Horatio Chriesman and Alexander Thomson and Texas Congressman, Jos. C. Hutcheson.
