Phebe was the daughter of Pettis Finch and his first wife, Mariah F Jenkins. She was born and raised in Mercer County.
Phebe was married twice. Her first marriage was to George Alvin Willits. They were married March 7, 1861 in Mercer County. To this union was born; Kate, Harry, Jennie and Nettie. George died sometime before March 1877 as Phebe married widower James Pullen on the 22nd. James had four daughter by his first wife; Amanda, Emma, Cora and Brittia.
Phebe daughter Kate and son Harry, both died in infancy. In the 1889 census James and Phebe's family is listed as James Pullen age 52, head of household, occupation farmer; wife Phoebe Pullen age 38, keeping house; daughters Cora Pullen 17 & Britt Pullen 11 and step daughters Jennie Pullen 14 & Mirtie Pullen 11. {Either Phebe's daughter's took the last name of their step father or the census taker recorded their last names wrong}.
Phebe died in 1900 at the age of 58 and is buried in the New Boston Cemetery.
