Julia Paquette was born in 1824 in the Red River Colony of Canada, later to become the city of Winnepeg, Manitoba. She migrated with her parents to Wisconsin after a massive spring flood devastated the colony in 1826. The family settled in Shullsburg, Wisconsin.

Julia was about eight years old when her father Antoine died. Her mother Augustine remarried and Julia grew up within a large family of siblings and half-siblings.

In 1841 Julia married John Quinn, a miner. The couple had three sons and nine daughters.

Julia died in 1885, four years after her husband.
