William was born to John Rhodes and Amelia Wooley Rhodes. His father was born in South Carolina about 1797 and died before 1870 in Alabama or Tennessee. His mother was born in 1807 in Georgia and died in 1883 in Tennessee. He had a sister, Isabinder L. Rhodes, and a brother, Columbus Rhodes. William married twice, he married first Josephine Smith in 1853 in Lincoln County, Tennessee. They had two sons James S. Rhodes and Columbus Yancy Rhodes, both born in Lincoln County. Josephine died in May of 1879 and William then married Margaret E. Chapman in December of 1879 in Lincoln County. They had three children in Lincoln County; Josephine Klugh Rhodes, Albert Franklin Rhodes and Joel Nash Rhodes. They then moved to Lamar County, Texas and had another child there, Mattie Estella Rhodes.
William served in the military during the Civil War, he was a Captain in Company G, Tennessee 44th infantry regiment. He also served as a surveyor and a Justice of the Peace.
