Frank P. Cummings was born in 1854 in Kellysburg, Lycoming County to Patrick F and Elizabeth Kelly Cummings. He attended local school, later Muncy Normal School graduating and became a teacher in Ralston and South Williamsport.
Mr. Cummings married Emma Brand in 1887 who tragically died of sickness in 1894 at the age of 25. He later married Ellen "Nellie" Farrell in 1896 and they were parents of ten children: Elizabeth, Eleanor, Agnes, Louise, Catherine, John, Frances, Francis, Charles and Mary. Louise and Francis died as infants and are buried in the family plot.
Frank Cummings read law in the office of Jonathan Streiby and passes the bar in 1884 and began his law practice in Williamsport, Pa. In 1902 he was appointed city solicitor for the City of Williamsport until his death in 1939
In April 1881 Frank enlisted in Co. D, 12th Reg't. of the National Guard of Pa. where he served for 5 years. On May 9, 1882 he was promoted to Corporal, then to Adjutant of the Reg't. on August 10, 1883. He was re-appointed on January 1885 and served five years, until the expiration of his commission with the resignation of Col. Alfred H. Stead. He was very active in the Abstinence movement for many years.
