Birth date & place, parents, family links from emersunrose: 1816 is the year of his death. I didn't find the Alexandria Gazette piece but did find one in the Alexandria Herald and one in Poulson's American Daily Advertiser.

He was born in June 1742 in Burlington county, New Jersey
His parents were Hugh Hartshorne and Hannah Pattison.

William Hartshorne, a Quaker was born in April of 1742 in Philadelphia, Pennsylvania. He was the son of Hugh Hartshorne and Hannah Patterson. From about 1761 to 1765 William worked in Antigua as a shipping merchant. His firm Harper and Hartshorne traded flour, bread, pork and manufactured products for rum, sugar, and limes. There is a bill of laden for flour to be shipped from Hugh (his father) in Philadelphia to William in Antigua aboard the Brigantine Tryal.
On 8 Oct 1767 he married Susanna Saunders, daughter of Joseph Saunders and Hannah Reeve in Philadelphia. William, Susannah and two children moved to Virginia 28 Feb 1774 and were received by the Fairfax Monthly Meeting. William and Susanna had 10 children. The first two, Joseph and Hannah, died in infancy. Rebecca and Robert were born in Philadelphia and moved to Alexandria with their parents. William Jr, Joseph, Peter Saunders, Mary, Sarah Saunders, and Pattison were all born in Virginia.
William continued with his shipping business. Two of his sons, William Jr. and Peter established the business in Norfolk, Virginia. William also bought, sold, and rented property in and around Alexandria. In 1785 he was treasurer for the Potomac Company whose goal was to open and extend Navigation on the Potomac River. George Washington owned shares and you can find some of their correspondence at the National Archives, Founders on Line. William was on the board of directors of the Bank of Alexandria. During the Revolutionary War he was a member of the Fairfax County Committee of Safety which makes him a Patriot Ancestor in the Daughters of the American Revolution. Sometime around 1790 William acquired a 256 acre farm near Alexandria named Strawberry Hill. In 1798 he helped found the Marine Insurance Company and became a director and president. He was also a director of the Little River Road Company in 1802 and treasurer in 1803.
On 26 Oct 1801 Susanna Margaretta Saunders Hartshorne died and was buried in the Quaker Burial Ground in Alexandria, Virginia. William remarried Susanna Wood 30 Jun 1803.
In 1807 Congress passed the Embargo Act which stopped all foreign trade. William suffered severe losses and his business collapsed. The Quaker Church investigated him in 1810 for business failure but he was absolved from blame. In 1812 he was forced to sell Strawberry Hill, properties in Alexandria and ships.
William died 13 Oct 1816 in Alexandria, Virginia, and was buried in the Quaker Burial Ground.
