Son of John and Sarah Cavanaugh Mangan of Lambertville, he had lived in Hackensack for many years and summered in Keene, N.H. and in Lake Worth.
He retired from the state Department of Education after 30 years as a supervisor for handicapped children.
Mr. Mangan received a masters degree in education from Rutgers College. He was a pioneer in special education for the handicapped; his model program for special education needs was adopted by various counties in New Jersey. In 1937, he was one of five educators who founded the Central Bergen Federal Credit Union.
Surviving are his wife of 64 years, Dorothy Ledger Mangan; a daughter and two sons.
