Fred was the adoptive son of Jacob Theodore Hilliard and Sarah Jane Taylor. Fred was adopted by Jacob when he married Sarah Taylor. Fred married Hazel Leona Prettyman on 9-1-1923 in Crawford Co., Kansas, and had 6 children: Freda, Fred Jr. , Linda, Maedine, Truman, and Donna Hilliard. Fred's mother remarried a Mr. Dudley after Jacob died.
