She was a daughter of the late Frances Lloyd and Esther (Shindledecker) Webb.
Frances was a member of Weller United Methodist Church, Thurmont and was employed as a waitress at various area restaurants prior to working at Sunoco Products, Hanover, for 20 years until her retirement in 1982.
She was the wife of Warren H. Starner, who departed this life in 1981, and is survived by a son, Larry W. Haines of York; one stepdaughter, Donna Freet of Loysville; one sister, Evelyn Harbaugh of Thurmont; four grandchildren; and 11 great-grandchildren.
She was also preceded in death by a son, Richard W. Wisner; a sister, Thelma Miller; and a stepdaughter, Shirley Hoffman.
