Thomas was born 16th April 1902, Springvale, Moneyneena, County Derry, Ireland, the fifth of eleven children born to David O'Kane and Mary Ann Hegarty.
Thomas joined the National Free State Army in June 1922 and was based at the Curragh to February 1923. After completing his training and gaining the rank of Adjutant he decided to resign his commission in the National Free State Army as the Provisional Government was reducing its numbers due to the fact the Civil War was drawing to a close, (March 1922 - May 1923). He returned home to Springvale and applied to the Garda Siochana on the 13th April 1925 and passed his final examination in Letterkenny, Co. Donegal on Tuesday 30th June 1925. Thomas passed his Garda medical in Dublin 30th June 1926 and joined the Garda Siochana 01st July 1926 Reg. No. 7396 and started his training in the Phoenix Park Depot Dublin before being posted to Dungourney, Co. Cork 10th December 1926. During his career as a Guard, Thomas was a member of Cork Garda Boxing Club and the Garda Lee Rowing Club, Cork City. They were runners up for the Sherlock Challenge Cup in 1932, beaten by Dublin Metropolitan Garda Rowing Club. They were gold medal winners of the Sherlock Challenge Cup at the Garda Regatta, Islandbridge, Dublin, in 1933, which raced over a distance of one and a quarter miles from Chapelizod to Trinity boathouse. The team consisted of Bow: Thomas O'Kane, 2: P. Burke, 3: J. Dunne, Str: T. Grant, Cox: F. O'Sullivan. They also won all senior trophies available in the South of Ireland, with the exception of the Leander Trophy.
He retired from the Garda Siochana on the 11th July 1956 after 30 years service with exemplary conduct.
