Bruce was the youngest child of Rev. Doctor Fuller and Jessie Mae Hatcher Lowry. He served in the United States Air Force during the Korean War. He married Elena Marie Bert from Dallas, TX.

His father-in-law, Samuel "King Sammie" Bert, Sr., invented the snow cone and sold the first snow cones at the Texas State Fair in 1919.
