He was born Jan. 18, 1862 in Bradford, Wiltshire, England, the son of William Norris Jr. and Mary Ann (Cannings) Elkins. He emigrated to the United States with his grandparents in 1872. He was ordained an Episcopal priest in New York and served as rector in churches in Utah, Connecticut, and New York. His last and longest post was as rector of St. Matthew's Episcopal Church, in Brooklyn, New York, from 1900-1929. He married, first, Mary Cherry in 1890; and second, Margaret Fernie Eaton in 1929.
