Born on September 20, 1919 in Sylacauga, AL to the late Arthur Franklin and Elma (Jones) Pannell, she is predeceased by her loving husband, Otis Philip Garrett and two brothers, Robert Pannell and Ralph Pannell.
Lecil centered her home and life around God, family and friends exemplifying pure graciousness. Galatians 5:22-23 personifies her life: "love, joy, peace, patience, kindness, goodness, faithfulness, gentleness and self-control". A beloved wife, mother, grandmother, great-grandmother, sister and aunt who blessed her family and friends with her extraordinary cooking, sewing, decorating and hairstyling talents. As a member of Richards Memorial United Methodist Church and former member of Ferry Pass UMC, she was very active in various women's organizations, volunteering her time as needed.
Lecil is survived by a daughter, Glenna Garrett Carter (Hugh) of Atlanta, GA; a son, Philip Pannell Garrett (Vicky) of Pensacola; eight grandchildren; six great-grandchildren; a sister, Jerry Sue (Thomsen) Fatzinger (Carl) of Lake City, FL; and numerous nieces and nephews.
Memorial Service will be held 2:00pm Friday, May 30, 2014 at Harper-Morris Memorial Chapel, 2276 Airport Blvd., Pensacola, FL followed by a visitation in the Parlor.
