U.S. Congressman. He graduated from Harvard University in 1790, studied law, engaged extensively in navigation and commercial pursuits, and was a member of the Massachusetts State House of Representatives, (1799-1800). In 1801, he was elected as a Republican to the Seventh Congress and the next five succeeding Congresses, serving until 1813. An unsuccessful candidate for reelection, he was appointed superintendent general of military supplies, served (1813-17) and then appointed Second Comptroller of the United States Treasury, serving (1817-29). His grandson James M. Cutts, was a Civil War recipient of the Medal of Honor.
