Additional information was taken from U.S. Census enumerations for 1850 (with inferred parents and siblings in Buxton, York, Maine,) 1870 (with inferred parents, paternal grandmother (Mary Flood), and siblings in Buxton, York, Maine,) 1880 (with parents and siblings in Buxton, York, Maine,) 1900 and 1910 (with spouse in Spokane, Spokane, Washington;) and Washington, Death Records, 1883-1960 (giving parents' names as David Flood and Eliza A. Kimball.)
Another contributor has suggested that Harry L. Flood was the child of Jennie Flood and Charles Flood. No sources were provided, and I could not confirm the accuracy of the suggested relationship. The 1900 and 1910 U.S. Census enumerations state that Jennie had given birth to two children, neither of whom was still living.
