Elmina Painter, a daughter of Lydia (née Lewallen) and the Rev. Joshua Painter, was born in 1833 in Zane Township, Logan County, Ohio. Her father died when she was 2, and when she was 6 her mother remarried. "Almina" Painter was enumerated in 1850 in that township in the household of her step-father John Bishop and mother.

"Elmira" Painter and Isaac "Balanger" were married on 11 August 1853 in Logan County. The couple had five children; four of whom lived to maturity:
• Ebert D.
• Mary Angelina
• Wallace
• Oliver Hudson

The Ballinger family was enumerated in 1860 and 1870 in Champaign County, Ohio, townships bordering Logan County, and in 1880 in Noble County, Indiana. Isaac and Elmira Ballinger were enumerated in 1900 and 1910 in Chicago, Illinois.

Isaac and Elmina Ballinger on 25 October 1910 entered the Illinois Soldiers' and Sailors' Home in Quincy, Adams County, Illinois, where Isaac died on 8 January 1911. Elmina later lived with her son Oliver H. Ballinger in Logansport, Indiana.

Lydia Painter (née Lewallen) married (second) John Bishop in 1840, and (third) Aaron Oram in 1874. Her 1890 probate records listed her next of kin, including: "Elmina Bollinger | Daughter | Hegwich Ill." Hegewisch is a Chicago neighborhood.
