This is Wesley Elden Belcher, son of Ulysses Grant "Asa" Belcher and Mary Alice Shepherd. He was married to Mary Stevenson in Tazewell Co., Virginia on 20 Dec 1917. On 20 Apr 1924 he shot and killed Cincinnati Police Officer, William Bond (Find A Grave memorial 78894350). Wesley Belcher was convicted of murder and sentenced to life in prison in the Ohio Penitentiary. In 1939 he escaped from prison and made his way to Carter Co., TN where he married Madeline Mae Harris on 28 Jun 1941. He took an assumed name of Patric Ernest Rhyne and started a new family. Wesley Belcher was never recaptured. He later move to Trumbull Co., Ohio. He was killed in an automobile accident there on 21 Sep 1967. The photo of him was taken shortly after he was taken into custody for shooting officer Bond.
