Born in Mingo Township, Bates County, Missouri. Son of Ruthven Crosby and Elizabeth (Cochran) Andrews; twin brother of Blanche (Andrews) Goodson.
Attended Smoky Row school and moved west as a young man to Colorado, then to Oregon where he joined the U.S. Army in 1903, serving for four years including two stationed in Hawaii. Discharged in San Francisco in 1907, he eventually settled in Westwood, Lassen County, CA. He returned to Missouri in 1914 to visit his twin sister, Blanche, who introduced him to Alma Sanders of Creighton, Cass County, MO, not far from his childhood home. He returned to work in California, and Alma followed soon after where they were married.
In 1918, they returned to Missouri to help Alma's mother with her farm where they remained for over ten years. Their daughter, Corinne Jane was born in 1919. They traveled back to California in 1929 with Blanche and her son John to visit relatives. Herb had been in ill health and was advised to stay in California for the dry climate. They settled again in Westwood, then moved to Acampo (near Lodi), where they purchased a small vineyard on which they lived from 1931 to 1939. He spent the remainder of his life with his wife in San Jose, where their daughter Corinne had moved to attend college.
