Frank Clarence Bitner, 91, of Elks National Home, Bedford, Va., died Wednesday at the home were he had resided since 1963. He was the son of the late Abram and Annie C. Bitner of Lancaster. He was a bank timeclock inspector and a member of Benevolent and Protective Order of Elks Lodge 134 and a number of Masonic orders. He is survived by a sister, Anna B. Hostetter, Lancaster.
