US Congressman. Served in the United States Army during the Spanish-American War. Elected to represent New York's 30th District in the United States House of Representatives, serving from 1917 to 1919. He was defeated as Democratic in 1918. Also served as Mayor of Schenectady, New York, from 1912 to 1913, 1916 to 1917, and 1920 to 1923, Delegate to the Democratic National Convention from New York in 1920, 1924, 1928, 1932, and 1936, and Lieutenant Governor of New York from 1923 until he was defeated in 1924.
