US Congressman, Presidential Cabinet Secretary. He was elected as a Democrat to represent Pennsylvania's 26th Congressional District in the United States House of Representatives, serving from 1909 to 1915. He was appointed by President Woodrow Wilson as United States Attorney General in his second administration, serving from 1919 to 1921. He is best known for overseeing the Palmer Raids of November 1919 through January 1920, violating the civil liberties of thousands of immigrants who were assumed to be anarchists or communists.
