Born Owen Francis Kiernan in Nicolet, Quebec, Canada, he was the fifth of eight known children born to Felix Kiernan and Martha Rose Sheridan, who were natives of Ireland and came to live in Canada between 1830 and 1832. Owen was baptized at Cathédrale St-Jean-Baptiste in Nicolet on February 28, 1836.
Owen grew up on his father's farm near Nicolet, where he was a farm worker in 1851. At some point between 1851 and 1857, Owen left Quebec with his parents and siblings, relocating to Sibley Co., Minnesota.
In May of 1863, Owen married Harriet Dunton (1836-1927), the daughter of James Cyrus Dunton (1800-1845) and Comfort Knowles (1801-1845), in St. Paul, Ramsey Co., Minnesota. Owen and Harriet had twelve known children between 1865 and 1886: William, Charles, Harriet, Owen, Mary, Julie, Rose, Mary, Oliver, unamed baby, George, and Lillian. Most of there children were born in Minnesota, with Oliver (born in Nebraska) and George (born in Missouri) being the only exceptions.
Throughout his life, Owen worked in a number of different occupations. As a young man, he worked as a farm laborer. In 1870 he was working as a baker. By 1880, he was working for the Railroad in Minnesota. Between 1886 and 1888 he was a Baker in St. Paul. He was a porter between 1889 and 1890, and then an Elevator Operator in St. Paul between 1890 and 1899. He is not known to have served in the military.
At some point between 1899 and 1900, Owen and his family left Minnesota, moving to Portland, Oregon. According to the Portland City Directory, 1900-1901, Owen was a general laborer in Portland. On the the 11 December 1901, Owen died in Portland, and was buried at Mount Calvary Cemetery. Owen's wife, Harriet, died on the 16 February 1928 in Oakland, Alameda County, California, where she had been living with her son Oliver and his family.
